　　2016年中国作家协会深入生活、扎根人民活动重大现实题材创作扶持专项征集通知

　　为贯彻落实习近平总书记在文艺工作座谈会上重要讲话精神，将“深入生活、扎根人民”主题实践活动推向深入，鼓励和推动作家关注现实、扎根人民，创作出无愧于时代的优秀作品，2016年，中国作家协会将组织实施重大现实题材创作扶持专项。现就有关事项通知如下：

　　一、项目：中国作家协会深入生活、扎根人民活动重大现实题材创作扶持专项。

　　二、申报时间：从2月29日开始，至3月29日截止。

　　三、征集对象：凡中国作家协会会员皆可申报。已入选中国作家协会“定点深入生活”项目、“重点作品扶持”项目、“少数民族文学重点作品扶持”项目和“科技创新报国”创作专项而尚未结项的作家，不在申报之列。

　　四、指导原则：坚持以人民为中心的创作导向，记录时代发展进步、弘扬中国精神、凝聚中国力量。

　　五、创作选题或深入生活地点：中国作家协会创联部根据中国作家协会党组指示精神，与国家相关部委联络、沟通、研究，提出一批重大现实题材创作选题或深入生活地点(详见附件)， 供作家选择。

　　六、深入生活、完成创作时间：2016年4月至2017年3月期间。特殊情况未能如期完成，须作书面说明、申请延期完成。

　　七、中国作家协会团体会员为推荐单位。各地、各行业作者向所在团体会员提出申请。各推荐单位对申报人进行遴选和论证后确定3至5名，并填写推荐意见，报送中国作家协会深入生活、扎根人民(以下简称“深扎”)活动办公室。解放军(含武警部队)作者及中直、国直系统作者，直接向中国作家协会“深扎”活动办公室申报。申报表格从中国作家网下载。

　　八、申报者不得同时申报本年度中国作家协会“定点深入生活”项目、“重点作品扶持”项目、“少数民族文学重点作品扶持”项目和“科技创新报国”创作专项。

　　九、重大现实题材创作扶持专项作家名单由中国作家协会组织的专家委员会论证，经中国作家协会书记处审批后通知推荐单位和入选作家本人，并在《文艺报》《作家通讯》和中国作家网公布。

　　十、立项作家在深入生活后，原则上于2017年3月底前完成与其申报选题内容一致的长篇文学作品，并向中国作家协会创联部提交结项报告。

　　十一、对入选者的深入生活情况，中国作家协会创联部将跟踪关注，以确保作品如期创作完成。

　　十二、中国作家协会“深扎”活动办公室设在中国作家协会创联部，创联部负责组织实施“深扎”活动重大现实题材创作扶持专项工作。
